Franklin B. Walter All-Scholastic Award Program Press Release
The Franklin B. Walter All-Scholastic Award Program was established in 1989 by the Ohio Educational Service Center Association to promote student achievement and to recognize outstanding students. Annually one senior from each of Ohio’s eighty-eight counties receives this prestigious honor.
The award bears the name of Dr. Franklin B. Walter, who served as State Superintendent from 1977-1991. During his tenure, Dr. Walter worked with three governors, significantly improved public education in the state, and brought Ohio’s schools to the fore-front of the nation’s attention.
The Tri-County Educational Service Center has selected Jacob Stump from Ashland Local Schools to receive the Franklin B. Walter All-Scholastic State Level Award for 2022.
Local level recipients are Nurain Amier, Wooster Local Schools and Meagan Westbrook, West Holmes Local Schools.

Jacob Stump (State Level Recipient) – Ashland County
Jacob is the son of Ann and Don Stump of Ashland. He is ranked first in his graduating class at Ashland High School. He will be attending The University of Chicago
majoring in Mathematics with a Specialization in Economics. Jacob will be also majoring in Music.
Nurain Samantha Amier (Local Level Recipient) – Wayne County
Nurian is the daughter of Upikin Gunawan of Wooster. She will be pursuing a degree in Ecology and Evolutionary Biology. She is ranked first in her graduation class at
Wooster High School. Nurain has been involved in many extracurricular activities and speaks multiple languages.
Megan Westbrook (Local Level Recipient) – Holmes County
Megan is the daughter of Leslie and Jeremy Westbrook of Millersburg. She is ranked first in her graduating class at Wooster High School. Megan will attend Liberty University
majoring in Conference and Event Management minoring in Spanish. Megan has been involved in many extracurricular activities and community leadership roles.
