Student Learning Objectives (SLOs)

Tri-County ESC training is scheduled for Tuesday, December 11, 2012 from 9:00 a.m. - 4:00 p.m. with sign-in beginning at 8:30.  The training will be held at Grace Brethren Church (4599-A Burbank Road (St. Rt. 83 N.) -- entrance at the furthest north door facing St. Rt. 83.  Lunch will be on your own.

 This training will focus on an overview of Ohio's SGM model, including establishing percentages for the 3 categories of SGMs as well as an introduction to SLOs, identifying High Quality SLOs, writing SLOs and a process for approving SLOs.  Registration is on STARS (search word SGM).

Third Grade Reading Guarantee

Sub.S.B.21 alters HB555(effective March 22, 2013) (3/05/2013)

Senate Bill Passes HB-555 with Amendments

Please be advised that HB-555 (school accountability) was approved yesterday by the Senate.  The next step will be for the bill to go back to the house for concurrence with Senate amendments.

The bill contains the following regarding a teachers' knowledge/licensure to teach reading:

Effective July 1, 2013, entering 3rd graders with a reading improvement and monitoring plan must be assigned to a teacher who has been actively engaged in reading instruction of students for the previous 3 years and who satisfies one or more of the following criteria:

  1. Hold a reading endorsement on the teacher's license and has attained a passing score on the corresponding assessment for that endorsement;
  2. Completed a master's degree program with a major in reading;  A master’s degree must have the word “reading” or “literacy” in the degree name or on the transcript as the major area of study, specialization, or concentration;
  3. Demonstrated evidence of a credential earned from a list of scientifically research-based reading instruction programs approved by the department;
  4. Rated "above value added," which means most effective in reading, as determined by the department, for the last two school years.

After July 1, 2014, a student who has been retained or has a reading improvement and monitoring plan must be assigned to a teacher who has been actively involved in reading instruction during the previous 3 years.  In addition the teacher must meet one or more of the following criteria:

  1. Hold a reading endorsement on the teacher's license and has attained a passing score on the corresponding assessment for that endorsement;
  2. Completed a master's degree program with a major in reading;
  3. Rated "above value added," which means most effective in reading, as determined by the department, for the last two school years;
  4. Teacher has earned a passing score on a rigorous test of principles of scientifically research-based reading instruction.  This test shall be selected through a competitive bidding process and shall be approved by the state board.

If, on the effective date of this proposed amendment, a school district cannot furnish the number of teachers needed who satisfy one or more of the criteria set forth above, the school district shall develop and submit a plan by June 30, 2013, in a manner determined by the department indicating the criteria that will be used to determine those teachers in the school district who will teach and how the school district will meet the requirements set forth in the amendment.


(Please be advised:  100% of ALL K-3 students must be tested in regards to the Third-Grade Reading Guarantee.  This mandate includes district students who may be at special education facilities.) 

State Board sets cut scores:  2012-2013 school year a cut score of 390 on the OAA English Language Arts test; 2013-2014 cut score moves to 392; and will reach proficiency of 400 points the following year.  Cut scores will determine which third graders maybe retained. (September 11, 2012)
